SUMMARY
OF JULY 16, 2012, PUBLIC MEETING WITH TVA REGARDING USE OF THE UNIT STATION SERVICE TRANSFORMERS AS A POWER SUPPLY TO AN OFFSITE CIRCUIT FOR SEQUOYAH NUCLEAR PLANT (TAC NOS. ME8772 AND ME8773)
On July 16, 2012, a Category 1 public meeting was held between Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA or the licensee) at the request of the licensee. The purpose of this meeting was to discuss the planned modifications to the plant design and operating configuration that will allow use of the unit station service transformers (USSTs) as a power supply to an offsite circuit for Sequoyah Nuclear Plant, Units 1 and 2. Background
By letter dated May 23,2012, TVA submitted a license amendment request (LAR) to revise the Sequoyah Nuclear Plant, Units 1 and 2 Technical Specification (TS) 3/4.8.1 to include a surveillance requirement to demonstrate the required offsite circuits OPERABLE at least once per 18 months by manually and automatically transferring the power supply to a 6.9 kilovolt unit board from the normal supply to the alternate supply. This change is necessary as a result of the planned modifications to the plant design and operating configuration thatwill allow use of the USSTs as a power supply to an offsite circuit.
TVA requested approval of the amendment by December 1, 2012, to support Unit 2 plant startup following its USST modification during the fall 2012 refueling outage. To support this schedule, TVA requested this meeting to provide more details for the NRC staff.
Summary The licensee presented its approach to perform modifications in two stages. Specifically, the Unit 2 USST modifications are scheduled to be implemented during the fall 2012 refueling outage. Unit 1 USST modifications are scheduled to be implemented during the fall 2013 refueling outage. The licensee is seeking NRC approval of the LAR by December 1, 2012, to support startup from the Unit 2 refueling outage. - 2 identify through a license condition that the two independent qualified power sources to meet the TS 3/4.8.1, AC [alternating current] Sources - Operating requirements will be the existing power sources from common station service transformers. The NRC staff also informed TVA that the NRC staff will submit its request for additional information to complete its review within 1 week of the meeting and asked TVA to provide its response expeditiously to complete the NRC staff's safety evaluation.
No commitments or regulatory decisions were made by the NRC staff during the meeting.
