Best Regards, Mohan C Thadani Senior Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation (301) 415-1476 Mohan.Thadani@nrc.gov RAI #1 In letter dated March 30, 2012 (in response to Question 4), the licensee stated that the minimum post-LOCA 115 kV system contingency voltage (with the replacement RSSTs installed and with OLTC in automatic operation) that can occur, following a generator trip without actuating the DVR scheme, is 106.8 kV (a revision from currently 112.5 kV).

The NRC staff did not find similar statement/description in the UFSAR mark-up pages

provided in Attachment 3 of the letter dated March 30, 2012. Please confirm whether the licensee has or will have a subsequent revised agreement with the 115 kV system operator to provide a minimum post-LOCA 115 kV system contingency voltage of 106.8 kV. Also, provide update of the mark-up pages of UFSAR to reflect the revised minimum required contingency voltage.

RAI#2 In the license amendment request, on Page 12 of Attachment 1, the licensee stated that, In the event that the OLTC needs to be placed in manual control, the tap setting will be placed in a predetermined position based on switchyard voltage.

Please confirm whether the tap position of OLTC (when in manual control) will be determined based on the revised minimum post-LOCA 115 kV system contingency voltage of 106.8 kV. Provide a brief description of the OLTC tap position determination process (if OLTC is placed in manual control), so that DVR will not actuate on post-LOCA generator trip.
