Units 1, 2, and 3 Docket Nos. STN 50-5281529/530 Technical Specification (TS) Bases Revision 56 and Technical Requirements Manual (TRM) Revision 56 Pursuant to PVNGS TS 5.5.14, "Technical Specifications Bases Control Program,"

Arizona Public Service Company (APS) is submitting TS Bases Revision 56. In addition, APS is submitting TRM Revision 56. TRM Revision 56 was implemented November 17, 2011 and TS Bases Revision 56 was implemented on May 30, 2012.

Electronic files of the revised TS Bases and TRM are provided as Enclosure 1. The summary of changes for each document is provided in Enclosure 2.

ENCLOSURE 2 PVNGS Technical Specification Bases Revision 56 and TRM Revision 56 Summary of Changes 1

Summary of Changes for Technical Specifications Bases Revision 56 and TRM Revision 56 Technical Specification (TS) Bases Revision 56 incorporates LDCR 11-B002 related to the License Amendment (LA) 188 that was approved by the NRC staff on December 15, 2011.

Specifically, this revision of the TS Bases implements changes related to LA 188 that relocates specific surveillance frequencies to a licensee-controlled program, consistent with adoption of Technical Specification Task Force (TSTF) Traveler 425, Revision 3, Relocate Surveillance Frequenciesto Licensee Control - Risk Informed Technical Specification Task Force (RITSTF)

Initiative 5b.

Technical Requirements Manual (TRM) Revision 56 incorporates LDCRs 11-RO05 and 11-R006.

" LDCR 11-RO05 revises the Containment Spray pump miniflow differential pressure test value in TRM 5.0.500.8.f from 260 psid to 258 psid to provide additional testing margin. The new value of 258 psid is supported by the existing design calculations (i.e., remains bounding).

" LDCR 11-R006 is an editorial correction to add "TLCO" before 3.0.100.3 in the Note that precedes the table of ACTIONS for TLCO T3.3.107, "Explosive Gas Monitoring System." TSR 3.0.100.3 and TLCO 3.0.100.3 have the same number, so this editorial correction addresses potential confusion, by correcting an oversight in the original issue of the TRM. When the Improved Technical Specifications (ITS) were implemented, ITS SR 3.0.3 was developed from the original TS SR 4.0.3. This was the source of the numbers being the same. When the original TRM was issued, the Note was not clarified to reflect "TLCO" for the specification number, and hence the potential for confusion.
