SUMMARY

OF TELEPHONE CONFERENCE RE: ISSUES ASSOCIATED WITH TECHNICAL SPECIFICATION TASK FORCE TRAVELER 412 AND THE EFFECT ON THE STAFF REVIEW OF A JUNE 1, 2011, LICENSE AMENDMENT REQUEST (TAC NOS. ME6360 AND ME6361)

This memorandum summarizes a telephone discussion on May 11, 2012, between the U.S. Nuclear Regulatory Commission (NRC) staff and Pacific Gas and Electric (PG&E, the licensee). The discussion was in regard to the results of a May 8, 2012, public meeting associated with Technical Specification Task Force (TSTF) change traveler TSTF-412, and the effect the outcome of this meeting would have on the NRC staffs review of a June 1, 2011, license amendment request from PG&E that references this TSTF. Participants in the discussion included PG&E representatives J. Bailey, J. Nelson, M. Richardson, and P. Soenen, and NRC staff Stan Gardocki and Joe Sebrosky.

By letter dated June 1, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML111530114), PG&E submitted a license amendment request that proposed changes to several Technical Specifications (TSs) including changes to TS 3.7.5, Auxiliary Feedwater (AFW) System. The license amendment request included changes to be consistent with TSTF-412, Revision 3, Allow 7 Day Completion Time for a Turbine-driven AFW Pump Inoperable.

During a public meeting on May 8, 2012, TSTF-412 was discussed, including the NRC staffs issues associated with the portion of the TSTF traveler associated with a provision for 24-hour completion time for an inoperable motor-driven AFW pump coincident with one inoperable steam supply to the steam-driven AFW pump. The NRC staffs issues are documented in an April 12, 2012, memorandum from Greg Casto to Robert Elliot (ADAMS Accession No. ML111530114).

Because of the issues with TSTF-412 identified during the May 8, 2012, meeting and in the memorandum dated April 12, 2012, PG&E proposed amending the response to question number 1 provided in its letter dated February 6, 2012 (ADAMS Accession No. ML12038A041),

associated with the June 1, 2011, license amendment request. Specifically, the NRC staff had included the following note in question 1:

Note: the licensee can limit the proposed condition, where the inoperable steam supply could only exist on the SG [steam generator] that can be fed by the operable MDAFWP [motor-driven auxiliary feedwater pump].

During the phone call on May 11, 2012, PG&E stated that it would revise its response dated February 6, 2012, to question number 1 to remove the 24-hour limiting condition for operation (LCO) in accordance with the above note and replace it with a 48-hour LCO when the conditions in the above note are met. The NRC staff indicated it would review the revised response when it was provided by PG&E.
