MILLSTONE POWER STATION, UNIT 3 - WITHDRAWAL OF AN AMENDMENT REQUEST REGARDING RELOCATION OF SPECIFIC SURVEILLANCE FREQUENCY REQUIREMENTS TO A LICENSEE-CONTROLLED PROGRAM ADOPTION OF TECHNICAL SPECIFICATION TASK FORCE-425, REVISION 3 (TAC NO. ME6695)
Dear Mr. Heacock:
By letter dated July 5,2011, as supplemented by letter dated September 12, 2011, Dominion Nuclear Connecticut, Inc. (DNC or the licensee) applied for an amendment to the Millstone Power Station, Unit 3 (MPS3), Facility Operating License No. NPF-49. The proposed amendment would relocate certain Technical Specification (TS) surveillance frequencies to a licensee-controlled program by adopting Technical Specification Task Force (TSTF)-425, Revision 3, "Relocate Surveillance Frequencies of Licensee Control - Risk-Informed Technical Specification Task Force Initiative 5b." The proposed change would also add a new program, the Surveillance Frequency Control Program, to the TSs, in accordance with TSTF-425.
Subsequently, by letter dated May 8,2012, DNC requested to withdraw the amendment request.
The Nuclear Regulatory Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
Sincerely, James Kim, Project Manager Plant Licensing Branch 1-1 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation Docket No. 50-423
