MILLSTONE POWER STATION UNIT 3 WITHDRAWAL OF LICENSE AMENDMENT REQUEST TO RELOCATE SURVEILLANCE FREQUENCIES TO A LICENSEE CONTROLLED PROGRAM (TAC NO. ME6695)

By letter dated July 5, 2011, and supplemented by letters dated September 12, 2011, January 19, 2012 and February 22, 2012, Dominion Nuclear Connecticut, Inc. (DNC) submitted a license amendment request (LAR) for Millstone Power Station Unit 3 (MPS3). The proposed amendment would relocate certain technical specification (TS) surveillance frequencies to a licensee controlled program by adopting Technical Specification Task Force (TSTF)-425, Revision 3, "Relocate Surveillance Frequencies to Licensee Control -

RITSTF [Risk-Informed Technical Specification Task Force Initiative] 5b."

The proposed change would also add a new program, Surveillance Frequency Control Program, to the TSs in accordance with TSTF-425. TSTF-425 is approved for use by the Nuclear Regulatory Commission (NRC).

During review of the LAR by the NRC, an administrative issue with the MPS3 Probabilistic Risk Assessment (PRA) model was identified that requires prior resolution by DNC in order for the NRC to complete their review. Since PRA model resolution will require a minimum of several months to complete, DNC requests withdrawal of the LAR from NRC review at this time. Upon resolution of the issue, DNC intends to resubmit the LAR. DNC requests that upon resubmission, the review of the LAR continue with the same reviewer, if possible. This should allow a timely completion of the NRC review within approximately three to six months of resubmittal.
