Tony, As requested. Here is what is attached (all were in effect October 21, 2003):
  • Callaway Technical Specification 3.1.5, "Shutdown Bank Insertion Limits" and 3.1.6, "Control Bank Insertion Limits" and associated bases documents
  • Callaway Cycle 13 Core Operating Limits Report The Technical Specification Bases for LCO 3.1.5 and 3.1.6 discusses the purpose of the rod insertion limits.

From the bases, "the shutdown bank and control bank insertion limits are established to ensure that a sufficient amount of negative reactivity is available to shut down the reactor and maintain the required SDM." The LCO requires that each shutdown bank be within insertion limits specified in the COLR. The rod insertion limits specified in the COLR are very simple (see page 8), shutdown banks greater than 225 steps and control banks greater than Figure 2. During the October 21, 2003 shutdowh event, I believe the rods were always above these limits.
