By letter dated July 11, 2011, Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., submitted the required 60-day response to NRC Bulletin 2011-01, "Mitigating Strategies," for the H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2.

On December 5, 2011, the Nuclear Regulatory Commission (NRC) provided a request for additional information (RAI) (i.e., ADAMS Accession No. ML 1333A204) regarding CP&L's July 11, 2011, response. Responses to the RAI are enclosed.

No regulatory commitments are contained in this letter. The enclosure to this letter contains security-related information that should be withheld from public disclosure in accordance with the requirements of 10 CFR 2.390. The pages have been marked The Enclosure to this letter contains SECURITY-RELATED INFORMATION - WITHHOLD UNDER 10 CFR 2.390 Upon separation from the Enclosure, this letter is decontrolled.
