Flood restoration/restart plan information Gentlemen, In preparation for our 0800 phone call on Tuesday, I thought I would send you a list of the major areas that we started with in developing our flood restoration/restart plan. We have been working on refining these items but wanted to at least share with you our starting point.

1. Conduct an assessment of Systems, Structures and Components (SSC) impacted or potentially impacted by flooding to verify the operability of SSC's described in the Technical Specifications (TS). The scope of SSC's will include:
a. SSC's required to be operable by the TS's;
b. SSC's that are not explicitly required to be operable by the TS's, but that perform required support functions.

2. Conduct an assessment of SSC's impacted or potentially impacted by flooding to verify the functionality of SSC's not described in the TS's, but which warrant programmatic controls to ensure that SSC availability and reliability are maintained. The scope of SSC's will include:
a. SSC's included within the scope of the Quality Assurance Plan;
b. SSC's included within the scope of the Maintenance Rule;
c. SSC's that perform functions described in the Updated Safety Analysis Report, Technical Data Book, Radiological Emergency Response Plan, Fire Protection Plan, regulatory commitments or other elements of the Current Licensing Basis;
d. Important to safety SSC's as defined in and subject to the requirements of 10CFR72 for dry fuel storage.

3. Conduct an assessment of emergency preparedness to verify that the off-site emergency response infrastructure is adequate to support plant restart.

4. Conduct an assessment of the current configuration of the physical protection system to verify the security protective strategy meets the, objective of providing high assurance that activities involving special nuclear material are not inimical to the common defense and security and do not constitute an unreasonable risk to the public health and safety.

5. Appoint an independent oversight panel to review the assessments conducted per items 1 through 4 and verify plant readiness for restat.-
