VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 10 CFR 50.54(f)

December 15, 2011 U.S. Nuclear Regulatory Commission Serial No.: 11-664 Attention: Document Control Desk NL&OS/GDM RO 11555 Rockville Pike Docket Nos.: 50-280/281 Rockville, Maryland 20852 License Nos.: DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY (DOMINION)

SURRY POWER STATION (SPS) UNITS I AND 2 NRC BULLETIN 2011-01 MITIGATING STRATEGIES RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION On May 11,2011, the U.S. Nuclear Regulatory Commission (NRC) issued Bulletin 2011-01, "Mitigating Strategies". The bulletin requested two separate licensee submittals in response to the Bulletin as follows: 1) within 30-days from the date of the Bulletin confirm continued compliance with 10 CFR 50.54(hh)(2), and 2) within 60-days from the date of the Bulletin provide requested information associated with their mitigation strategies programs for 10 CFR 50.54(hh)(2). The Dominion 30-day and 60-day responses for Surry Power Station (SPS) Units 1 and 2 were submitted to the NRC on June 10, 2011 (Serial No. 11-290D) and July 8, 2011 (Serial No. 11-290H), respectively. By letter dated November 17, 2011 the NRC requested additional information describing how SPS ensures the availability of air bottles used to manually depressurize the steam generators. This is accomplished every refueling outage by aligning the manual system and cycling each of the steam generator pressure operated relief valves (PORVs) fully open then fully closed. The air bottles are isolated after the test.
