DPR-42 and DPR-60 License Renewal Commitment Chanqe By letter dated April 11,2008 (ML081130666), Nuclear Management Company, LLC (NMC)' submitted an Application for Renewed Operating Licenses (LRA) for the Prairie Island Nuclear Generating Plant (PINGP) Units 1 and 2. The LRA included a commitment related to incorporating information into the Updated Safety Analysis Report (USAR) following the issuance of the renewed operating license. License Renewal Commitment 2 read as follows:

Following the issuance of the renewed operating license, the summary descriptions of aging management programs and TLAAs (Time-Limiting Aging Analyses) provided in Appendix A, and the first list of License Renewal commitments, will be incorporated into the PINGP USAR as part of a periodic USAR update in accordance with 10 CFR 50.71(e). Other changes to specific sections of the PINGP USAR necessary to reflect a renewed operating license will also be addressed at that time.

Implementation Schedule: First USAR update in accordance with 10 CFR 50.71(e) following issuance of renewed operating licenses.

The LRA as submitted, and subsequent correspondence related to the LRA, did not take into account an approved exemption from the Nuclear Regulatory Commission (NRC), dated May 22, 2006, which approved an exemption from specific requirements of Title 10 of the Code of Federal Regulations (10 CFR), Section 50.71(e)(4), to allow periodic updates of the PINGP USAR reports once per fuel cycle, within 6 months following completion of PINGP Unit 2 refueling outage, not to exceed 24 months from the last submittal.

' On September 22, 2008, NMC transferred its operating authority to Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"). By letter dated September 3, 2008, NSPM assumed responsibility for actions and commitment previously submitted by NMC.

Document Control Desk Page 2 Based on the NRC approved exemption, the next USAR update for PINGP is due 6 months following the Unit 2 refueling outage (2R27) currently scheduled for spring 2012. This letter is being submitted to document the changes to the subject commitment to align with PINGP's exemption to submit the USAR update 6 months following 2R27.

Summarv of Commitments This letter contains no new commitments. License Renewal Commitment 2 from NMC letter dated April 1I , 2008, is revised to read as follows:
