Acceptance of Diablo Canyon Capsule Withdrawal Schedule Revision Request (ME7615)
Tom and Philippe, By letter dated November 21, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML113260072), Pacific Gas and Electric Company, (PG&E, the licensee), requested the U.S. Nuclear Regulatory Commission (NRC) to approve a revision to the Diablo Canyon Power Plant (DCPP) Unit 1 reactor vessel material surveillance program withdrawal schedule in accordance with 10 CFR 50 Appendix H, Reactor Vessel Material Surveillance Program Requirements. Specifically, PG&E requested to extend the removal time for Capsule B from 23.2 effective full power years (EFPY) to 33 EFPY.
The purpose of this letter is to provide the results of the NRC staff's acceptance review of this request to revise the reactor vessel capsule withdrawal schedule. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the staff to proceed with a detailed technical review and make an independent assessment regarding the acceptability of the proposed schedule revision in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
