Duke Energy Carolinas, LLC Oconee Nuclear Site, Units 1, 2, and 3 Docket Numbers 50-269, 50-270, and 50-287 Request to Extend the Implementation Date for Amendment Nos. 372, 374, and 373 associated with the Relocation of Surveillance Frequencies to a Licensee Controlled Program The Nuclear Regulatory Commission issued Amendment Nos. 372, 374, and 373 by letter dated March 21, 2011, with a required implementation date of 180 days from the date of issuance. These amendments revise the Oconee Nuclear Station (ONS) Technical Specifications (TSs) to adopt the NRC-approved Technical Specification Task Force (TSTF) - 425, Revision 3, "Relocate Surveillance Frequencies to Licensee Control [Risk-Informed Technical Specification Task Force] (RITSTF) Initiative 5b". When implemented, the amendment will relocate most periodic frequencies of TS surveillances to a licensee-controlled program and will provide requirements for the new program in the Administrative Controls Section of TSs.
Duke Energy requested the implementation date for Amendment Nos. 372, 374, and 373 to be subsequent to the implementation date for License Amendment Request (LAR) No. 2010-01, which extends 18-month surveillance intervals to 24 months. Duke Energy requested approval of the 24 month change by May 31, 2011. Prior to issuance of Amendment Nos. 372, 374, and 373, Duke agreed to a 180 day implementation period, with the understanding that the NRC would issue the amendments for LAR No. 2010-01 within this time period so that they could be implemented prior to the relocation of these frequencies to a licensee controlled program.
Since the amendments for LAR No. 2010-01 have not been issued, Duke Energy requests the NRC to extend the implementation date for Amendment Nos. 372, 374, and 373 to a date 30 days after the issuance of the amendments. The 30-day time period will give Duke Energy adequate time to implement the amendments for LAR No. 2010-01 prior to implementing Amendment Nos. 372, 374, and 373.
