James A. FitzPatrick Nuclear Power Plant (JAFNPP) -REQUESTED LICENSING ACTION RE: Relief Requests VRR-07 and VRR-08 (TAC Nos. ME6686 and ME6687)
By application dated July 7, 2011.(Agencywide Documents Access and Management System Accession No. ML111890199), Entergy Nuclear Northeast submitted the Relief Request VRR-08 (TAC No. ME6687) regarding proposed alternatives to position verification testing of certain solenoid-operated valves performed in accordance with Paragraph ISTC-3700 of the American Society of Mechanical Engineers Operation and Maintenance Code (ASME OM Code) for the James A. Fitzpatrick Nuclear Power Plant fourth in-service testing program (IST) interval.
The NRC staff of Component Performance and Testing Branch, has completed its initial review of the proposed request and have identified a number of areas where additional information is needed to complete our review. The request for additional information is provided below:

REGARDING RELIEF REQUEST VRR-08 INSERVICE TESTING PROGRAM ENTERGY NUCLEAR OPERATIONS, INC JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET NUMBER 50-333 (TAC No. ME6687)
RAI VRR-08-1 It was stated that the 33 category A solenoid valves are exercised quarterly and their stroke times were measured and compared to ASME OM Code acceptance criteria. Please explain how the stroke time data is tracked and trended for degradation. Also, please describe the exercise method and how valve obturator movement is verified during the exercise test.
RAI VRR-08-2 For valves addressed by this relief request, have evaluations been performed, such as probabilistic risk assessment and expert panel review, to assess the change in aggregate risk associated with relaxing the interval for position verification testing to as long as 60 months? If so, what were the results?

At this point in the review process, the CPTB staff indicates that it does not have any RAIs on VRR-07 (TAC No. ME6686).
Please contact me ASAP, to schedule a telephone conference call between the NRC staff and the licensee staff, to ensure that the RAI is clear to the licensee, and also, to obtain the firm commitment from the licensee for the supplemental submission with full and complete response to the RAI.
