NRC Bulletin 2011-01, "Mitigating Strategies," dated May 11, 2011 Ladies and Gentlemen:

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.54(f),

Carolina Power & Light Company (CP&L), doing business as Progress Energy Carolinas, Inc.

(PEC), hereby submits the Harris Nuclear Plant, Unit 1 (HNP), required 60-day response-to NRC Bulletin 2011-01, "Mitigating Strategies." The Bulletin required licensees to provide information within 60-days of the date of the Bulletin regarding licensee mitigation strategies programs for 10 CFR 50.54(hh)(2) including detailed descriptions of: (1) the maintenance of equipment procured to support the required strategies and guidance, (2) the testing of equipment procured to support the required strategies and guidance, (3) controls for assuring that the equipment is available when needed, (4) how configuration and guidance management is assured so that strategies remain feasible, and (5) how the licensee assures availability of off-site support.

The Enclosure to this letter provides the information requested in Bulletin 2011-01 for the required 60-day response.

The Enclosure to this letter contains Security-Related information that should be withheld from public disclosure in accordance with the requirements of 10 CFR 2.390. The pages have been marked accordingly with the notation "Security-RelatedInformation - Withhold Under 10 CFR 2.390. "This letter becomes decontrolled upon removal of the enclosure.

This document contains no new Regulatory Commitment.
