Enclosure RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-338 AND 50-339 Request for Additional Information (RAI) #1 - Minimum Decommissioning Funding Assurance Calculation ODEC used the following labor, energy, and burial factors in the calculation of the minimum requirement for decommissioning financial assurance:

0.28 0.22 B 0.22*12.28 2.70 The Bureau of Labor Statistics data tables used to calculate the labor and energy factors are included at the end of this enclosure. The other data points used to calculate the adjustment factors are prescribed by NUREG 1307, Revision 14.
RAI #2 - Rate of Returns ODECs Board of Directors is ODECs rate-setting authority. ODECs Board of Directors establishes ODECs rates for power furnished to ODECs member distribution cooperatives pursuant to ODECs formulary rate, which has been accepted by FERC. The formulary rate is intended to permit ODEC to collect revenues, which are equal to all of ODECs costs and expenses, plus an additional amount up to 20% of total interest charges, plus additional equity contributions as approved by ODECs Board of Directors.
Each year, ODEC staff reviews the performance of its nuclear decommissioning trust and assumptions related to decommissioning, among other things, with the Finance Committee of ODECs Board of Directors, and the Finance Committee then advises the Board of Directors of the review. The most recent review of ODECs nuclear decommissioning trust occurred on May 9, 2011. The relevant slide from this update, which is included on the following page, details ODECs assumptions regarding the rate of escalation in decommissioning costs and the rate of earnings on decommissioning funds.
