Dear Sir or Madam:

In accordance with the requirements of 10 CFR 50.71(e), Southern California Edison hereby submits the biennial revisions to the Updated Final Safety Analysis Report (UFSAR) and the Updated Fire Hazard Analysis (UFHA), for San Onofre Nuclear Generating Station (SONGS), Units 2 and 3.

In addition, as required by 10 CFR 50.54(a), an update to the Quality Assurance Program Description for San Onofre Units 1, 2, and 3 is provided in accordance with 10 CFR 50.71(e). Topical Report, Quality Assurance Program SCE-1 is incorporated as Chapter 17 of the UFSAR with changes identified by change bars. A summary of the changes to the Topical Report, Quality Assurance Program SCE-1 since the last submittal, is provided in.

Both updates are being provided within 24 months following the last update (Reference).

Attachment I Summary of Changes to the Topical Report Quality Assurance program SCE-1, since the last submittal:

1. Changed TR Section 17.2.1.2, Responsibilities, to assign responsibility of nuclear safety culture to the Chief Nuclear Officer.
2. Changed TR Section 17.2.1.2.1, Engineering and Technical Services, to assign the responsibility of strategic projects to the Senior Director, Engineering and Technical Services.
3. Changed TR Section 17.2.1.2.2, Site Management, to assign the responsibility of nuclear procedures production, review and approval to the Station Manager through the Plant Manager.
4. Changed TR Section 17.2.1.2.3, Site Support, to remove the responsibility of nuclear procedures and nuclear information services from Director, Site Support.
5. Changed TR Section 17.2.1.2.7, Other Organizations, to reflect the new name of Information Technology as Information Technology and Business Integration.
6. Changed TR Chapter 17.2, Section 17.2.3.2, Design Control, to make clear description of design activities and assignees.
7. Changed TR Section 17.2.15.2, Nonconforming Materials, Parts, or Components, to revise the second paragraph of this section to read, "An Action Review Committee (ARC), comprised of management representatives, reviews and assesses Nuclear Notifications and functions as a review board. Within this review process, operability assessments, and reportability determinations are performed, when required.

Additionally, the ARC assigns actions, as appropriate, to address non-conformances with the exception of receipt inspection non-conformances which are processed by Engineering through the use of Quality Management (QM) Notifications. When the equipment nonconformance is safety significant or identifies potential programmatic weaknesses that could cause other equipment to be nonconforming, evaluations are performed within the corrective action program to determine cause and corrective action to prevent recurrence".

8. Changed TR Section 17.2.18.2, Audits, to reflect the audit requirement of at least once per 24 months of the Site Security Program including, but not limited to, effectiveness of Physical Security Plan, Safeguards Contingency Plan, Security Force Training and Qualification Plan, implementing procedures, cyber security programs, safety/security Page 1 of 3

interface activities, the testing, maintenance, and calibration program, and response commitments by local, State, and Federal law enforcement authorities.

9. Changed TR Section 17.2.19.1, Organization, to reflect in the fourth paragraph of this section the new title and organization name, "Manager, Plant Engineering and Engineering Programs", vice, "Director, Maintenance/Systems Engineering".
10. Changed TR Section 17.2.19.2, Quality Assurance Program, to reflect in the first paragraph of this section, the new organization name, "Plant Engineering and Engineering Programs", vice, "Maintenance/Systems Engineering".
11. Changed TR Chapter 17.2, Section 17.2.20.2, Onsite Review Committee (OSRC), to ascribe the OSRC composition to the functional areas rather than to the managers overseeing the functional areas. This revision adds the Nuclear Regulatory Affairs as a member functional area.
12. Changed TR Section 17.2.20.2.2, Composition, to reflect the new organization name, "Plant Engineering and Engineering Programs", vice, "Maintenance/Systems Engineering".
13. Changed TR Section 17.2.20.2.8, Records, to revise the last sentence of this section to read, "Copies shall be provided to the Nuclear Oversight Board or Independent Reviewer".

14.Changed TR Section 17.2.20.3.1, Activities, to revise Paragraphs f, g, and h of this section to read:

f. The Physical Security Plan shall be reviewed at least once per 24 months.

Recommended changes to the Physical Security Plan shall be approved by the Director, Site Support and the Nuclear Oversight Board or Independent Reviewer shall be notified of the approved changes to review for unanticipated deficiencies in some aspect of design or operation of structures, systems, or components that could affect nuclear safety. Implementing procedures shall be prepared and approved in accordance with Technical Specification and the Licensee Controlled Specifications.

g. The Site Emergency Plan shall be reviewed at least once per 12 months.

Recommended changes shall be approved by the Director, Site Support and the Nuclear Oversight Board or Independent Reviewer shall be notified of the approved changes to review for unanticipated deficiencies in some aspect of design or operation of structures, systems, or components that could affect nuclear safety.

Implementing procedures shall be prepared and approved in accordance with Technical Specification and the Licensee Controlled Specifications.

h. The Station Manager shall assure the performance of a review by a qualified individual/organization of every unplanned release of radioactive material to the Page 2 of 3

environs including the preparation of and transmittal to Nuclear Oversight Board or Independent Reviewer a Nuclear Notification covering evaluation, recommendations, and disposition of the corrective action in accordance with Subsection 17.2.16.

15. Changed TR Chapter 17.2, Section 17.2.20.4, Nuclear Oversight Board, to replace the Nuclear Safety Group with Nuclear Oversight Board. The organizational structure of the Nuclear Oversight Board is defined for its function, composition, members' qualifications, and authority.
