Docket 50-305 Operating License DPR-43 Kewaunee Nuclear Power Plant Radiological Emergency Response Plan Implementing Procedures Pursuant to 10CFR50, Appendix E, Wisconsin Public Service Corporation hereby submits ten copies of the Kewaunee Nuclear Power Plant Radiological Emergency Response Plan implementing procedures. By copy of this letter, three copies of these procedures are hereby submitted to Mr. James G. Keppler, Director, U. S. NRC, Region III, Glen Ellyn, IL. The current status of our emergency preparedness in several additional areas follows.

NUREC-0654, Appendix 2: Meteorological Monitoring Criteria The comments previously made by WPS concerning the implementation of the meteorological monitoring criteria are still outstanding as the revised NUREG-0696 has not been issued. However, WPS has retained the services of a consultant for the purposes of evaluating the existing monitoring requirements against current systems and recommending modifications. Also included with the implementing procedures is a description of the existing system to predict the off-site consequences of a radiological emergency condition. Upon completion of the monitoring system study, an implementation schedule will be provided to the staff for review.

Public Notification System Wisconsin Electric Power Company has issued a joint Request for Proposal for a segmented public notification system. Considered in the design will be activation of the system in zones controlled by two different counties as well as non-overlapping zones about the Point Beach Nuclear Plant and the Kewaunee Nuclear Power Plant. 0 8111130189 811105 PDR ADOCK 05000305 F PDR

Dr. Harold R. Denton February 27, 1981 Page 2 A commitment to a specific design cannot be made at this time. A meeting with WEP Co, WPS and state personnel is scheduled for the third week in March to assure that any proposed systems meet the standards of the Wisconsin Warning Plan, which also is consistent with general federal warning standards. Staff concurrence will be sought prior to committing to a specific notification configuration.

Implementing Procedures The enclosed procedures (Kewaunee Nuclear Plant Issues) are scheduled for Plant Operations Review Committee review, in accordance with Kewaunee Technical Specifi cation 6.5.1.5(h) during the month of March. These (PORC) approved procedures will be in place on April 1, 1981.

For purposes of compliance with Technical Specifications the Public Information procedures are not considered implementing procedures. Public Information procedures assure a flow of information from the utility to the public, but must also be responsive to the identified needs of the community. These condi tions are beyond the purview of the PORC.

Degraded Core Considerations As you are aware, unambiguous instrumentation for the detection of core degrada tion has not been defined. These criteria are not addressed in the accident classification schemes. As the associated issues concerning the detection of core degradation are resolved and any necessary instrumentation installed, consistent with other NRC requirements, these criteria will be factored into the classification.

Evacuation Time Estimate Also enclosed is a revised evacuation time estimate; this is in response to your request, received January 2, 1981, along with NUREG-0654.
