EVACUATION TIME ESTIMATES General The evacuation time estimates for the Kewaunee-Nuclear Plant were prepared based on a letter from the Nuclear Regulatory Commission -(B. K. Crimes) dated November 29, 1979. These estimates were prepared by WPS with assistance from the Manitowoc Sheriff's Department and the Kewaunee County Sherif f and Emergency Government.

The enclosed table and maps include the estimated population involved, major evacuation routes, and estimated times for notification, evacuation, and confirma-tion.

Evacuation Time Estimate Methodology and Assumptions

1) There would be 50 two man teams available for notification of rural area residents (house to house). Notification-of City of Kewaunee residents would be via an existing weather wsrning siren system.
2) Sixty minutes are required to activate and assemble the notification teams near the plant site.
3) Notification' in rural areas requires I hour per square mile per notifi-cation team. This assumption is based on experience gained during previous off-site drills during which notification of residents within 2 miles of the plant was simulated.
4) An auto occupancy factor of 2.5 persons per vehicle is assumed to analyze roadway capacities.
5) Kewaunee and Mishicot are the only significant population centers and are located near the outer edge of the 10 mile zone. County traffic

. control procedures will prevent traffic congestion.

6) Residences in rural areas can be cvacuated within one hour following notification.
7) Adverse weather conditions (rain; snow, etc.) will increase travel time approximately 33 percent due to hazardous road conditions. Evacuation is not feasible during winter blizzard conditions; sheltering would be used as the alternate protective action.
8) The time required to confirm that the evacuation is completed is the same as the time required for initial notification by the notificat4.on teams.

.. T Transient Population The Kewaunee Plant is located in a rural f armland with no major tourist attractions.

Public campgrounds and hotels in the area will be evacuated as specified in the county evacuation plans. Due to the limited transient population, time estimates -

for evacuation of transient population are included in the overali evacuation t imes.

Point Beach State Park is estimated to have a maximum occupancy of 1,200 people.

The State Forest Ranger and his staff will notify and confirm evacuation of the park. Since the park is located near the outer edge of the 10-mile zone, lLt is assumed that prior knowledge of a possible evacuation will cause. some people to  !

evacuate prior to notification. Two police and emergency vehicles will be available for traffic control.

Special Population St. Mary's Hospital, located in the southwest section of the city of Kewaunee, would not be evacuated. Sheltering would be used as a protective action. Evacuation of patients in the IIealth Care Center in Kewaunee would be based on the mobility of the patient. No increase in evacuation time is expected as transportation will be provided for those that can evacuate.

Traf fic Routing The only significant population centers are located near the outer edge of the 10-mile zone. The road network surrounding Mishicot and Kewaunee is sufficient to handle the relatively low population densities. Since these communities are located near the outer edge of the 1G-mile zone, prior awareness of a possible evacuation will make for a more orderly vehicle exit. County traffic control procedures will prevent traffic congestion.
