new isolation switches and control switches should meet design criteria and.standards in FSAR for electrical equipment in the system that the switch is to be installed; cabinets that the switches are to be mount-2

ed in should also meet the same criteria (FSAR) as other safety related cabinets and panels; to avoid inadvertent isolation from the control room, the isolaticn switches should be keylocked, or alarmed in the contrcl room if in the "local" or "isolated" position; periodic checks should be made to verify switch is in the proper positicn for normal operation; and a single transfer switch or other new device should not be a source -fr a-single failure to cause loss of redundant safety systems).
B-RESPONSE:
Comonents withib the Oedichted Shut down System (DSS) that are required tc perform an active function -(motors to-rui, valves-to--
change position, etc.) will be provided with a new control system, controlled from a-new Dedi cated Shutdown Panel (DSP).
The DSP will be a second point of control for the DSS, in addition t-Fthe presentcontrol-roo contrcls.
The control circuitry concept to be employed by the DSP is shown on Figures 1.C-1, 1.C-2, and 1.C-3.
Remote/Local isolation switches will-be 3

provided on the DSP to allow isolation of control circuit elements and cables that cannot be prc tected from common fire hazards due to the plant's arrangement; these common fire hazards are pri marily the Control Room and the Relay Room.
The normal alignment of the isolation switches will be to the Remote, or Control Room control con figuration; in this alignment, the-DSP controls will be inactive. Should a need arise to man the DSP,- these -isolation-switches will be-aligned to the Local configuration; in this alignment,
_--the-Control Room controlsand_cabling become isoated and the DSP-controls-are-made active.
The DSS source breakers and diesel generator will be provided with an identical control system except that the isolation switches and dedicated control switches will be located at the dedicated switch gear buses and at the dedicated diesel generator, which are in the same area as the DSP.
when the isolation switches are aligned to the Local -configuration,_annunication of-this alignment will be provided in the Ccntrol Room.
The dedicated Shutdown Panel, isolation switches,
and dedicated control switches will be procured and installed to the original plant design criteria for engineered safeguards and to IEEE-323 1974.
The Dedicated Shutdown System will not introduce isolation switches or devices that-will be a source of single failure to redundant safety systems.
Failure of a-single-transfer switch-ill not cause loss of redundant safety systems, because t-he-Alternate Shutdown Systesmis-a completely
-separate, redundant backup to the-Dedicated Shut down System.
All isolation switches will be added -to the periodic surveillance procedures to assure proper alignment during normal plant alignment.

Demonstrate that spare fuses are available for control-circuits where these fuses may be required in supplying power to
--control -circuits used for the-shutdown method and may be blown by the effects of a cable spreading room fire. The spare 5
fuses should be located convenient to the existing fuses. The shutdown procedure should inform the operator to check these fuses.
RESPONSE: Components within the Dedicated Shut down System that are provided with isclation switches contain control circuit elements and cabling that -may be affected by common fire_
hazards in the Control Room and the Relay Room
-(cable-spreading area).
2These effects may include blown fuses for these components.
Spare fuses will be provided and located convenient to the existing fuses and shutdown procedures will instruct the operator to check these fuses after the isolation switches have been aligned to the Local control configuration.
See figure I.C-1, 1.C-2, and 1.C-3 for examples of fuses that will be provided with spares as described above.
Additionally,pilct solenoid operated pneumatic dampers and valves that have isolation switches will have spare fuses located at the new Dedicated Shutdown AC and DC fuse--.

Shutdown Panel area.
- k. Demonstrate that the systems available are adequate to perform the necessary shutdown functions. The functions required should be based on previous analyses, if possible (e.g.,
in the FSAF),
such as a lcss of normal a.c._
ower or hlidtTwn on a Group I isolation (EUR).
The-equipment required for the alternate capability should be the same or equivalent to that relied on in the above analysis.,-
