The purpose of this letter is to respond to an NRC letter (Reference 3) received on May 20, 2011, requesting clarification of TVA's Cyber Security Plan for Watts Bar Unit 2, taking into consideration dual-unit operation. In addition to shared systems, discussions were also held with NRC Staff on May 10, 2011, regarding the Cyber Security Implementation Schedule for WBN Unit 2.

SECURITY-RELATED INFORMATION - WITHHOLD UNDER 10 CFR 2.390 U.S. Nuclear Regulatory Commission Page 2 June 10, 2011 TVA has evaluated the common systems affecting WBN Unit 1 and Unit 2 and determined that the majority of the Cyber Security Requirements can be implemented prior to fuel load of WBN Unit 2. A listing of the common systems evaluated for completion prior to WBN Unit 2 fuel load is contained in Enclosure 1.

TVA has identified two systems that will not be completed prior to operation of WBN Unit 2.

TVA determined that one system common to both Units will require additional time to implement since it involves new equipment and engineering that cannot be completed prior to WBN Unit 2 operation. One additional system will require additional time because it will require concurrent TVA Nuclear Fleet Wide implementation. TVA is requesting that completion of these systems be captured as conditions to the WBN Unit 2 operating license when issued. Descriptions and bases for the proposed license conditions are provided in Enclosure 2.

TVA's current Cyber Security Programs-those based on NEI 04-04 and the 10 CFR 73.54 criteria based on NEI 08-09 Revision 6 guidance that will be implemented prior to WBN Unit 2 operation-will continue to assure protection of public health and safety and common defense and security contains the Cyber Security Plan Implementation Schedule for WBN Unit 2. The pages in Enclosure 3 replace, in their entirety, the corresponding pages previously submitted in Reference 2.

This submittal does not change the Cyber Security Plan for WBN, the Cyber Security Plan Implementation Schedule - WBN Unit 1, or the response to request for additional information provided in Reference 2 with Regard to WBN Unit 1.

Enclosures 1, 2, 3, and 4 contain security-related information. TVA requests that Enclosures 1, 2, 3 and 4 be withheld from public disclosure in accordance with 10 CFR 2.390, "Public inspections, exemptions, requests for withholding." provides the list of commitments made in this letter.

During the discussions held on May 10, 2011, TVA was asked when the Cyber Security Program would be sufficiently implemented to support NRC Inspection. At this time, TVA expects implementation to be sufficiently completed by February 2012.
