iAMassachusetts ui UMASS Lowell RADIATION LABORATORY June 7, 2011 ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Re: Submittal of Additional Information Related to Request for Amendment No. 14 to License No. R-125, Docket No. 50-223 In response to a telephone conversation with Mrs. Cindy Montgomery of NRC on June 3, 2011, the University of Massachusetts Lowell hereby submits the following supplemental information for Items I and 2 as submitted to NRC in a letter dated May 25, 2011. These items have been revised as follows to include recognition of special nuclear material:
Item 1: The Safety Evaluation supporting Amendment 13 to License R-125 concludes the storage of WPI fuel in regard to Keff will meet license technical specification 5.4.
In this regard, the presence of byproduct materials and special nuclear materials in the fuel will not affect the evaluation for fuel storage and will not affect the requirements of technical specification 5.4.
Item 2: The Safety Evaluation supporting Amendment 13 to License R-125 indicates the security plan for license R-125 meets the requirements for special nuclear materials of moderate strategic significance. In this regard, the presence of byproduct materials and special nuclear materials in the fuel will not affect the security plan.
In addition, we request a clarification of license condition 2.B.(4) in Amendment 13 to be consistent with Item 5 as submitted to NRC in our letter dated May 7, 2010.
