VIRGINIA ELECTRIC AND POWER COMPANY KEWAUNEE POWER STATION MILLSTONE POWER STATION UNITS 2 AND 3 NORTH ANNA POWER STATION UNITS I AND 2 SURRY POWER STATION UNITS 1 AND 2 CONSOLIDATED CYBER SECURITY PLAN AND RAI RESPONSE SUBMITTAL Serial No.: 11-138A NL&OS/MAE: R2 Docket Nos.: 50-305 50-336/423 50-338/339 50-280/281 License Nos.: DPR-43 DPR-65 NPF-49 N PF-4/7 DPR-32/37 In a letter dated November 20, 2009 (Serial No.09-640), Dominion Energy Kewaunee, Inc. (DEK), Dominion Nuclear Connecticut, Inc. (DNC), and Virginia Electric and Power Company (Dominion) submitted a Cyber Security Plan with associated requests for amendments to the Operating Licenses (OLs) for Kewaunee, Millstone, North Anna, and Surry Power Stations, as well as an Implementation Schedule. DEK, DNC, and Dominion supplemented this submittal with letters dated July 12, 2010, August 5, 2010, September 23, 2010, November 10, 2010, December 13, 2010 and April 4, 2011 (Serial Nos.10-349, 10-349A, 10-349B, 10-349C,10-714, and 11-138 respectively).
The purpose of this letter is to submit a consolidated Cyber Security Plan integrating the July 12, 2010 submittal with the other five (5) supplemental letters dated from August 5, 2010 through April 4, 2011.
Of the five (5) supplemental letters, only the April 4, 2011 letter necessitated revisions to"*the Cyber Security Plan submitted on July 12, 2010. Specifically, Sections 2.1 and 4.13 were replaced in their entirety. In addition, on April 27, 2011 the NRC faxed a Request For Additional Information (RAI) on the Cyber Security Plan. The response to this RAI is provided in Attachment 1 to this letter.
The consolidated Cyber Security Plan (which also includes the RAI response in Attachment 1) will be Revision 0 and is provided as Attachment 2 to this letter. The revised Implementation Schedule, which was provided in the April 4, 2011 letter, has not been revised and is not considered part of the requests for amendments to the OLs.
The Attachments to this letter contain Security-Related Information which is to be withheld from public disclosure under 10 CFR 2.390. Upon removal of the Attachments, this letter is decontrolled.

SECURITY-RELATED INFORMATION - WITHHOLD UNDER 10 CFR 2.390 Serial No. 11-138A Page 2 of 4 As stated in our July 12, 2010 letter, "For the proposed license conditions, DEK, DNC, and Dominion request implementation periods of 30 days following NRC approval of the license amendments." This was also intended to include 30 days for the initial implementation of the Cyber Security Plan.
This Cyber Security Plan submittal does not impact the conclusions of the no significant hazards consideration determination previously provided in our July 12, 2010 letter.
DEK, DNC, and Dominion request that the attachments to this letter, which contains Security-Related Information, be withheld from public disclosure in accordance with 10 CFR 2.390.
