COLUMBIA GENERATING STATION -LICENSE AMENDMENT REQUEST FOR ADOPTION OF TECHNICAL SPECIFICATION TASKFORCE TRAVELER TSTF-514, REVISION 3,REVISE BWR OPERABILITY REQUIREMENTS AND ACTIONS FOR RCS LEAKAGE INSTRUMENTATION(TAC NO. ME6017)
Dear Mr. Reddemann:
By letter dated April 11, 2011, (ADAMS Accession No. ML11109A080), Energy Northwest, the licensee for Columbia Generating Station, requested the U.S. Nuclear Regulatory Commission (NRC) staffs approval of amendment to Technical Specifications (TS) for Facility Operating License No. NPF-21. The amendment would revise the TS to define a new time limit for restoring inoperable reactor coolant system (RCS) leakage detection instrumentation to operable status; establish alternate method of monitoring RCS leakage when one or more required monitors are inoperable; and incorporate TS bases changes which reflect the proposed changes and more accurately reflect contents of the facility design basis for operability of the RCS leakage detection instrumentation.
The purpose of this letter is to provide the results of the NRC staff=s acceptance review of the amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the NRC staff to complete its technical review, you will be advised by separate correspondence.
