Acceptance Review for March 18 Application By letter dated March 18, 2011Property "Letter" (as page type) with input value "RC-11-0006, License Amendment Request - LAR-10-03108, Proposed Change to Relocate Administrative Control Requirements Related to Quality Assurance and Submittal of Quality Assurance Program Description (QAPD)" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process., (ML110810688), the South Carolina Electric & Gas Company (SCE&G) submitted a request to revise the Technical Specifications (TS), in Appendix A to Facility Operating License Number NPF-12 for the Virgil C. Summer Nuclear Station, Unit 1, (VCSNS). The changes would modify the TS by relocating several requirements of Technical Specification (TS) Section 6.0, Administrative Controls, to the new VCSNS Unit 1 Quality Assurance Program Description (QAPD). SCE&G states that the new proposed QAPD is a complete revision and replaces in total the VCSNS Quality Assurance Operational Plan as currently described in the Final Safety Analysis Report Chapter 17. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this application. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to conduct a detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of SCE&Gs request in terms of regulatory requirements.
If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
