BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 -

EXPANSION ANCHORS NOT PASSING QUALIFICATION TESTS -

NCR 871 AND NCR 898 -

THIRD INTERIM REPORT On July 10, 1978, R. W. Wright, NRC-OIE Region II, was informed that NCR 871 was determined to be reportable in accordance with 10 CFR 50.55(e). This was followed by our first interim report dated August 9, 1978.

Since that time, related NCR 898 has been determined to be reportable in accordance with 10 CFR 50.55(s) and was reported in our second interim report dated January 26, 1979. We expect to submit our combined final written report covering both of these NCR's by June 8, 1979.

(0 ENCLOSURE BELLEFONTE NUCLEAR PLANT NCR 871 AND NCR 898 EXPENSION ANCHORS NOT PASSING QUALIFICATION TESTS THIRD INTERIM REPORT Description of Condition This deficiency involves self-drilling anchors used to anchor Seismic Category I supports to concrete. These anchors were installed without qualification tests as required by TVA General Construction Specification G-32.

Also-, when the anchors were tested in a test slab, they did not meet qualification testing performance specifications.

Interim Progress TVA has completed the qualification test in accordance with G-32. Two anchor installation configurations have been tested, one configuration in concrete with cutting through rebar and the second without cutting rebar. Detailed test results and data are now being evaluated by Engineering Design research and development employees for assurance.
