ANNUAL ASSESSMENT LETTER FOR FERMI POWER PLANT, UNIT 2 (REPORT 05000341/2011001)

Dear Mr. Davis:

On February 17, 2011, the NRC completed its end-of-cycle performance review of the Fermi Power Plant, Unit 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from January 1, 2010, through December 31, 2010. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. This performance review and enclosed inspection plan do not include security information. A separate letter will include the NRCs assessment of your performance in the Security Cornerstone and its security-related inspection plan.

The NRC determined that overall, Fermi Power Plant Unit 2 operated in a manner that preserved public health and safety and met all cornerstone objectives. The NRC determined the performance during the most recent quarter was within the Licensee Response Column of the NRC=s Reactor Oversight Process (ROP) Action Matrix because all inspection findings had very low (i.e., green) safety significance, and all PIs indicated that your performance was within the nominal, expected range (i.e., green). Therefore, the NRC plans to conduct ROP baseline inspections at your facility.

During the last assessment period, the staff identified a cross-cutting theme in the area of human performance (HP) with the aspect of Documentation/Procedures (H.2(c)). During that assessment period, there were six findings documented with cross-cutting aspects in the HP area. There was a cross-cutting theme in the area of HP because five of these findings shared a common cross-cutting Documentation/Procedures aspect (H.2(c)) and were from different cornerstones. Because all five of the findings with cross-cutting aspects of H.2(c) were identified during the component design bases inspection in the area of electrical calculations in the second quarter 2010, and you recognized this cross-cutting theme and implemented a range of actions to address this trend, the NRC did not have a concern in this area during the last assessment period. During this assessment period, there have been no additional findings

J. Davis in that cross-cutting aspect in the area of HP and you are continuing to implement actions.

Therefore, the NRC does not have a current concern with your actions. However, we note that your understanding of the scope of issues has broadened to other engineering areas and you are determining additional actions to be taken. We will continue to monitor engineering performance and your progress in improving this area.

The enclosed inspection plan lists the inspections scheduled through June 30, 2012. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last 9 months of the inspection plan are tentative and may be revised at the mid-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

In addition to the ROP baseline, inspections are planned for Temporary Instruction 2515/179, Verification of Licensee Responses to NRC Requirement for Inventories of Materials Tracked in NSTS; and also Independent Spent Fuel Storage Installation (ISFSI) inspections 60854.1 Preoperational Testing of ISFSIs at Operating Plants, 60855.1, Operation of an ISFSI at Operating Plants, and 60856.1, Review of 10 CFR 72.212(b) Evaluations at Operating Plants.

In accordance with 10 CFR 2.390 of the NRC=s ARules of Practice,@ a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
