Billy, By letter dated February 22, 2010, Entergy Operations, Inc. (Entergy) made application to amend the Technical Specifications (TS) of the Waterford Steam Electric Station, Unit 3 (Waterford 3).

In response to our request for Similarity Report from your valve vendor, on February 1, 2011, you had sent the report titled, Similarity Qualification Test Report on Solenoid Valve, Part Number 214167301, Model Number V526-6040-22, from Valcor Engineering Corporation. On reviewing this report the NRC Staff determined that it requires additional information, on the issue noted below, to complete its review.

WATERFORD STEAM ELECTRIC STATION UNIT 3 DOCKET NO. 50-382

Response 1: Need clarification and validation that all Valcor valves are Class 1.

Response 5: Provide validation that all Valcor valves are designed to be mounted in any orientation/ configuration and that the stem vertical orientation is the worst case installation.

Response 6: We require confirmation that The Quick Disconnect Switch (QDC), for the leadwire, is qualified in accordance with IEEE 323-1974 solely.

Response 7: Referring to the second paragraph of the response, clarify why an exception is taken for satisfying the +15F margin, under saturated steam conditions not exceeding 10 psig.

Similarity Report: Similarity Report dated Oct 26, 2010 is stamped as For Approval.

The staff needs to have this document approved by the licensee prior to finalizing the safety evaluation and the licensee needs to notify the staff for any changes to the document once finalized.

GENERAL:

1. The response to the questions in the RAI sent on January 18, 2011 (ADAMS Accession No. ML110180654) and the response to the questions contained in this RAI can be combined in one letter.
2. Also, please provide the Similarity Report from the Valve Vendor under oath and affirmation.
