By letter dated May 19, 2010, Southern California Edison (SCE, the licensee) submitted a request for relief from the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3 (ADAMS Accession Number ML101440381). In its letter submitting Relief Request ISI-3-31, the licensee proposed contingency alternative evaluation criteria for temporary acceptance of flaws in certain high energy Class 2 and 3 Emergency Core Cooling System schedule 10S piping. The licensee proposes to follow the requirements of American Society of Mechanical Engineers (ASME) Code Case N-513-2, except that the proposed alternative in Relief Request ISI-3-31 will be applied to piping with a higher operating temperature (greater than the limit of 200 degrees Fahrenheit) and with a smaller diameter (less than 4 inches) than permitted by the code case.
By e-mail dated August 31, 2010, the U.S. Nuclear Regulatory Commission (NRC) staff requested additional information in support of its review of Relief Request ISI-3-31. By letter dated December 20, 2010, SCE responded to the staffs request for additional information.
After reviewing the licensees response, the staff has determined that responses to the additional clarifying questions specified in the attached Request for Additional Information (RAI) are needed to complete its evaluation. To support the completion of the review within the scheduled time frame, we request that SCE respond to the attached request for additional information by March 11, 2011.
