The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Pacific Gas and Electric Company (PG&E or the applicant) held a telephone conference call on January 4, 2011, to obtain clarification on the applicants response to requests for additional information (RAIs) regarding the Diablo Canyon Nuclear Power Plant license renewal application.
By letter dated September 30, 2010, PG&E sent the staff responses to RAIs regarding aging management programs. The staff reviewed the information contained therein, and requested a telephone conference call. The telephone conference call was useful in clarifying PG&Es response. Enclosure 1 provides a listing of the participants. Enclosure 2 provides discussions on the RAI responses for which the staff requested clarification.

ENCLOSURE 2 DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION REQUEST FOR ADDITIONAL INFORMATION AGING MANAGEMENT PROGRAMS RAI B2.1.32-4 In response to RAI B2.1.32-4, the applicant committed to perform a one-time video inspection of the Unit 2 leak chase channels during the period of extended operation.
Discussion:
The staff was not clear when, during the period of extended operation, the applicant would be performing this inspection. The staff noted that the inspection would need to be done near the beginning of the period of extended operation, in order to provide an indication that the leak chases would remain clear during the period of extended operation. The applicant stated that it would perform the video inspection within 1 year prior to entering the period of extended operation. The applicant stated that it would supplement its response to RAI B2.1.32-4 to indicate this change.

ENCLOSURE 2 Diablo Canyon Nuclear Power Plant, Units 1 and 2 License Renewal Application Request for Additional Information Scoping/Screening and TLAA RAI 2.1-1 In its supplemental response to request for additional information (RAI) 2.1-1, the applicant provided its Title 10 of the Code of Federal Regulations (10 CFR) 54.4(a)(2) evaluation for nonsafety-related, fluid-filled components in the vicinity of safety-related components in the turbine building.
Discussion:
The staff was not clear on whether nonsafety-related, fluid-filled components could affect the HVAC supply and exhaust ducts in the 480V switchgear rooms. The staff was also not sure whether nonsafety-related, fluid-filled components could affect the CRPS supply fans, controls, and instrumentation. The applicant agreed to supplement its response to RAI 2.1-1 to address the staffs concerns.
RAI 2.3-1 In its supplemental response to RAI 2.3-1, the applicant provided justification for not including nonsafety-related piping directly attached to safety-related solenoid-operated valves in the compressed air system. The applicant referenced Nuclear Energy Institute (NEI) 95-10, Appendix F, Section 5.2.3.1, as part of its justification.
Discussion:
The staff noted that NEI 95-10, Appendix F, Section 5 applies to nonsafety-related structures and components (SCs) that are not directly attached to safety-related SCs; therefore, the staff was not clear why this section of NEI 95-10 applies to the nonsafety-related piping. The applicant agreed to supplement its response to RAI 2.3-1 to address the staffs concerns.
RAI 2.3-3 In its supplemental response to RAI 2.3-1, the applicant provided justification for not including nonsafety-related, fluid-filled components located in the fuel oil transfer pump vaults.
Discussion:
The staff could not determine, based on the applicants justification, why the nonsafety-related, fluid-filled components would not affect the safety-related components located in the vaults.
The applicant agreed to supplement its response to RAI 2.3-1 to address the staffs concerns.
RAI 2.3.3.7-1 In its supplemental response to RAI 2.3.3.7-1, the applicant provided justification for not including water traps in the compressed air system within the scope of license renewal.
Discussion:
The staff was not clear on whether a complete failure of the water traps could affect safety-related components that are located in the vicinity of the traps. The applicant agreed to supplement its response to RAI 2.3.3.7-1 to address the staffs concerns.
RAI 2.3.3.14-1 In its supplemental response to RAI 2.3.3.14-1, the applicant provided justification for why the diesel air start unloader line was in scope for 10 CFR 54.4(a)(2).
Discussion:
The staff was not clear why the unloader line was not considered as part of the pressure boundary and relied upon to perform a safety-related function. The applicant agreed to supplement its response to RAI 2.3.3.14-1 to address the staffs concerns.
RAI 4.7.5-2 In its supplemental response to RAI 4.7.5-2, the applicant provided details of the flaw evaluation for RHR piping well WIC-95.
Discussion:
The staff noted that based on the indication from the flaw evaluation, the flaw should be considered surface connected per the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI IWA-3310. The staff also noted that the applicant did not consider the flaw surface connected in its evaluation. The applicant agreed to supplement its response to RAI 4.7.5-2 to address the staffs concern.
