KEWAUNEE POWER STATION LICENSE AMENDMENT REQUEST 249:
KEWAUNEE POWER STATION CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS (TAC NO. ME3460) -
SUBMITTAL OF REVISED TECHNICAL REPORT By letter dated August 24, 2009 (reference 1), as supplemented by letters dated October 22, 2009, (reference 2), April 13, (reference 3), and September 7, 2010 (reference 4), Dominion Energy Kewaunee, Inc. (DEK) submitted an application to amend the Kewaunee Power Station (Kewaunee) Technical Specifications.
This application, License Amendment Request 249 (LAR 249), requested a conversion of the current Technical Specifications (CTS) to the Improved Technical Specifications (ITS),
consistent with the Improved Standard Technical Specifications (ISTS) as described in NUREG-1431, "Standard Technical Specifications - Westinghouse Plants," Revision 3.0, and certain generic changes to the NUREG.
The above references relate to a portion of this request associated with adoption of a Setpoint Control Program.
The purpose of this letter is to provide revised Technical Report No. EE7 0116, "Allowable Values for North Anna Improved Technical Specification (ITS) Tables 3.3.1-1 and 3.3.2-1, Setting Limits for Surry Custom Technical Specifications (CTS), Sections 2.3 and 3.7, and Allowable Values for Kewaunee Power Station Improved Technical Specifications (ITS) Functions Listed In Specification 5.5.16," (EE-0116).
Technical Report No. EE-01 16, describes the setpoint methodology and lists the applicable setpoints with associated setpoint values for Kewaunee, as required by ITS 5.5.16, "Setpoint Control Program." EE-0116 has been revised to reconicile an identified setpoint non-conservatism. Specifically, the As Found Tolerance (AFT) for Steam Line Pressure Low, ESFAS Initiation, was found to be non-conservative with respect to the Allowable Value (AV). DEK initially used a more conservative analytical limit value in the setpoint calculation than the value derived from the safety analysis.
DEK subsequently revised EE-0116 such that the safety analysis limit and the setpoint analytical limit values match.
Refer to attached Technical Report No. EE-0116, Revision 8.
DEK has evaluated the impact of this letter in accordance with 10 CFR 50.91(a)(1) using the criteria of 10 CFR 50.92(c), and has concluded that the determination of no significant hazards considerations in the original ITS submittal remains valid.
