ACCEPTANCE REVIEW RESULTS FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1 AND 3 (TAC ME4672-3)

By letter dated July 1, 2010, the Tennessee Valley Authority submitted a request to use a subsequent edition of the American Society of Mechanical EngineersSection XI Code for repair and Replacement Activities, for use at Browns Ferry Nuclear Plant (BFN), Units 1 and 3. The proposed action would allow the requirements of the 2004 Edition of the ASME Section Xl Code, Subarticle IWA-4000, "Repair/Replacement Activities," in its entirety, and all related requirements for repair and replacement activities to be used at the BFN, Units 1 and 3.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff=s acceptance review of this request for approval. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review consistent with Section 50.55a(g)(4)(iv) of Title 10 of the Code of Federal Regulations (10 CFR),
and make an independent assessment regarding the acceptability of the proposed action in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
