REQUESTS FOR ADDITIONAL INFORMATION COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATION SAMA REVIEW SEPTEMBER 29, 2010 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of the applicant, Energy Northwest (EN), held a telephone conference call on September 29,2010, to discuss and clarify the requests for additional information (RAls) concerning the Severe Accident Mitigation Alternatives (SAMA) review of the Columbia Generating Station (CGS) license renewal application.
Background:
The SAMA RAls were discussed in draft form in a conference call on June 28,2010. A summary of this conference call was issued on July 15, 2010, under ADAMS Accession Number ML101880289. The NRC issued the RAls to Energy Northwest by letter dated July 1, 2010 (ADAMS Accession Number ML101760421). Energy Northwest provided a partial response to the RAls by letter dated September 17, 2010 (ADAMS Accession Number ML102660151). The resolution of the remaining RAls was delayed pending the applicant's completion of a sensitivity study regarding the impact of a Probabilistic Safety Assessment (PSA) upgrade from Rev. 6.2 to Rev. 7.1.
The purpose of this conference call was to clarify the use of the sensitivity study in resolving the remaining SAMA analysis RAls.
Discussion:
The applicant discussed Energy Northwest's plan to supplement the original SAMA analysis based on Rev. 6.2 of the PSA with sensitivity studies performed using Rev. 7.1 of the PSA. The basis of the SAMA evaluations in the license renewal application would remain Rev. 6.2 of the PSA. This is similar to the approach used in the Vermont Yankee license renewal review.
The applicant provided a discussion of the formatltype of information to be submitted in the sensitivity study as follows:
- A general comparison of how initiating events and principal contributors changed between Rev. 6.2 and 7.1 will be provided. The applicant indicated that the core damage frequency (CDF) increased and the large early release frequency (LERF) decreased from Rev. 6.2 to Rev. 7.1. An NRC reviewer asked about the drivers for the changes. The applicant indicated that the CDF increased primarily due to flooding, particularly due to the treatment of large break raw water lines, added to conform with Regulatory Guide 1.200 Rev. 2 requirements. The applicant indicated that LERF decreased since in Rev. 6.2 all containment failures were treated as large, whereas Rev. 7.1 designates such failures as high (large), medium, low, and low-low. The applicant agreed to provide tables similar to Table E.3-3, E.4-3, E.4-5, E.4-6, and Tables E. 7-1 through E.7-3 based on Rev. 7.1 of the PSA.
The applicant will provide tables containing the Level 1 and 2 basic events importance lists for internal events, fire and seismic. NRC reviewers agreed with the screening ENCLOSURE 2
criteria that the applicant proposed at the basic events level without applying any uncertainty factors ("if the improvement of a basic event associated with a component would require a design change, those basic events that have an RRW benefit value less than the cost of a small design changed (-$100,000) will be screened out.") This is similar to the approach used in the Vermont Yankee license renewal review.
- The applicant will provide a table similar to E.1 0-1 for the qualitative screening of any new SAMA candidates.
- The applicant will provide tables similar to E.11-X containing the SAMA candidates cost benefit calculations and results, including the tables containing the detailed benefit results (similar to Tables E.11-2 through E.11-4).
- The applicant will provide a table similar to E.12-1 containing the results of two sensitivity cases: 3% discount rate and 95th percentile factor for CDF. Since these were the leading sensitivity cases from the original group of SAMA candidates, these are the sensitivity cases that will be provided for Rev. 7.1 of the PSA. An NRC reviewer asked that the applicant provide the uncertainty factor distribution for internal events, fire and seismic associated with the 95th percentile sensitivity. The applicant agreed to provide this information similar to the RAI response to 6j.
The applicant proposed a revised submittal date of December 15,2010. Some discussion between the applicant and NRC ensued relative to additional questions arising from Energy Northwest's response to the SAMA RAls, which was submitted on September 17, 2010. The applicant expressed concern that these additional questions could have an impact on the proposed submittal date of December 15,2010. The license renewal lead from the applicant will follow up with the NRC project manager on this topic.
