INSPECTION OF LICENSED OPERATOR REQUALIFICATION TRAINING PROGRAM DURING EXTENDED SHUTDOWN AT CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING STATION REPORT NO. 05000302/2010005
Dear Mr. Franke:
In a telephone conversation on October 14, 2010, Mr. Rick Baldwin, Senior Operations Inspector and Mr. Mark VanSicklen, Superintendent Operations Training made arrangements for the NRC to inspect the licensed operator requalification and Just-In-Time (JIT) training programs at the Crystal River Unit 3 Nuclear Generating Station. This inspection is planned for the week of October 25, 2010. This inspection is being initiated as a result of the extended shutdown which coincides with your scheduled JIT and requalification training programs.
In accordance with 10 CFR 55.59, the NRC has requested that you make ready upon arrival, the material as specified in your extended shutdown JIT and requalification training programs, in order to support the NRC's inspection program needs. Mr. VanSicklen has been advised of this request.
The inspection team will verify that your JIT training program is being implemented as described in NRC letter to Jon A. Franke from Malcolm T. Widmann dated March 8, 2010. Additionally, the inspection team will verify that the combination of JIT and requalification training programs ensure that the CR-3 operators are proficient before standing watch prior to reactor start up and power ascension. The team will observe JIT training during classroom, simulator scenarios and simulator Job Performance Measures (JPMs) and during in-plant JPMs.
NUREG-1220, Rev. 1, Training Review Criteria and Procedures, and NRC Staff Inspection Procedure 41500, Training and Qualification Effectiveness, provide guidance on the purpose and content of the inspection. These documents are available on the NRCs public web site.
This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, approval number Part 55 (3150-0018), which expires on February 28, 2013.
