Periodic Verification In Reference 1, Arizona Public Service Company (APS) committed to continue participating in the JOG MOV-Periodic Verification Program as a member of the Combustion Engineering Owners Group (CEOG) and implement the program elements described in the relevant Topical Report, as amended by the NRC Safety Evaluation (SE), with certain specified exceptions.

Program on Motor-Operated Valve (MOV) Periodic Verification - PVNGS Unit 2 Page 2 In Reference 2, APS reiterated this commitment, in response to the NRC request for additional information. In Reference 3, the NRC provided an SE for the JOG Program final Topical Report MPR-2524, Joint Owners' Group Motor Operated Valve Periodic Verification Program Summary, dated February 27, 2004.
In Reference 3, Section 4.2.3, JOG Long-Term MOV Periodic Verification Recommendations, provides the following implementation schedule requirements:
The JOG proposed an implementation schedule of 6 years for its long-term MOV periodic verification program following issuance of this SE. The NRC staff considers this proposed implementation schedule to be reasonable provided the licensee continues to address any identified issues related to MOV operability in accordance with NRC regulatory requirements. Licensees will be expected to notify the NRC of deviations from the JOG program (including the implementation schedule) in accordance with their commitments to GL 96-05.
The SE implementation date is September 25, 2012, six (6) years from issuance of the SE, dated September 25, 2006. As described in Reference 1, PVNGS utilizes a train-related outage scheduling process in which the majority of A-train maintenance and testing is performed during an A-train outage, and B-train maintenance and testing is performed during a B-train outage. To meet the requirements of the JOG Program, the Unit 2, shutdown cooling heat exchanger outlet 16-inch butterfly valve, 2JSIBHV0658, is planned to have the bearings replaced, which will permit this JOG Class D valve to be reclassified as a JOG Class B valve. There is one refueling outage scheduled (2R16 -
April 2011) prior to the current commitment due date. Refueling outage 2R1 6 is, however, an A-train outage and 2JSIBHV0658 is a B-train valve which presents a schedule conflict, necessitating a change in the commitment date.
In order to replace the valve bearings, the shutdown cooling system must be drained and the valve removed from the system. Valve 2JSIBHV0658 is an outlet valve from the shutdown cooling heat exchanger in the return line to the reactor coolant system (RCS) loop. Since 2R1 6 is an A-train outage, no intrusive work is planned for the B-train shutdown cooling loop. The next B-train outage for Unit 2 is Refueling Outage 2R1 7, which is scheduled to start 4 days after the current commitment date. Refueling Outage 2R17 is currently scheduled to begin September 29, 2012.
APS, therefore, modifies it commitment to complete the bearing replacement maintenance from September 25, 2012 to the end of refueling outage 2R17. Each of the other JOG program valves in each of the 3 PVNGS Units have either been completed or are scheduled to be completed, prior to September 25, 2012.
