RE: CR3 Containment RIC Abstract Farideh and Mark, There is a session that Pat Hiland is chairing with Mike Case of RES that will include the Crystal River 3 Containment Delamination issue. We are still working with RES to determine how much time will be alotted to the CR-3 session, but we will definitely be including it in the session. The containment liner issue and the PTS issue will be deleted from the topics to be presented and the CR-3 containment delamination session will replace those 2 sessions.. that is what Pat Hiland is proposing.

3 &#23 (Combined) - Session

Title:

Containment and Reactor Coolant System Pressure Boundary Materials Degradation

Description:

A panel session will be held by the Engineering Divisions from NRR and RES, and chaired by Patrick L. Hiland, Director of DE in NRR. The topics to be presented include: Containment Liner Issues, and the recent research efforts to evaluate materials degradation of reactor coolant system boundary components Pressurized Thermal Shock (10CFRS0.61a), Dissimilar Metal Welds, and Proactive Management of Materials Degradation.

Co-Chair: Patrick L. Hiland, NRC/NRR Co-Chair: Mike Case, NRC/RES Panelists:

 • Containment Liner Issues, TBD [DCI and DE Branch Chiefs/Staff], NRC/NRR
 • Proactive Management of Materials Degradation TBD, NRC/RES

RE: CR3 Containment RIC Abstract Hi Meena and Mark:

Have you decided where we can use PE's presentation on CR-3 delamination during RIC 2010?

Thanks, Farideh P.S.: Meena, have you seen a picture from the November 20th meeting on the wall of fame?

Farideh E.Saba, P.E.

RE: CR3 Containment RIC Abstract Hi Meena/Farideh, Abstract looks good to me. (If there are too many words, we could just delete what I highlighted in yellow below.)

Regarding scheduling: For some reason I thought each region had 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
originally. It appears each region is allotted 30 min in the Region Session. I'm not sure if this is enough time for our original idea for a panel even if we excluded all other regional issues. What are your thoughts on this?

Wasn't there an original plan for scheduling the Crystal River panel? For some reason I was thinking we had an hour just for Crystal River somewhere.

Thanks, Mark 85

Description:==

In September 2009, the Crystal River 3 (CR3) Nuclear Plant commenced a refueling outage which included steam generator replacement activities. These activities included creating a 25 feet by 27 feet opening in the side of the containment building. During the concrete removal process, delamination was identified approximately 10 inches from the outside surface of containment, the depth of the horizontal tendons. This session will address the CR3 containment delamination issue and how Progress Energy and the NRC responded to this issue, Progress Energy willdescribe the results of its root cause investigation, the non-destructive testing (NDT) techniques used to assess extent of condition' the analysis and design modeling performed, and the repair being implemented. Progres~s Energy will also discuss its investigative approach, its utilization of external expertise, the special oversight provisions adopted for the 'project,,

stakeholder communication efforts, and lessons learned. The NRC will address activities associated with its reviewwand assessment ofthe. Crystal River 3 coqntainment delamination issue.
