Dear Dr. Pattea:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 43 to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS)," regarding the renewal of operating licenses NPF-41, NPF51, and NPF-74 for an additional 20 years of operation for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC Public Document Room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://adamswebsearch.nr~.gov/dologin.htm. The Accession Number for the draft Supplement 43 to the GElS is ML102180167. In addition, the draft Supplement 43 is available for public inspection at the following locations: Litchfield Park Branch Library, 101 West Wigwam Boulevard, Litchfield Park, AZ 85340, and, Sam Garcia Western Avenue Library, 495 East Western Avenue, Avondale, AZ 85323.

As discussed in Section 9.4 of the draft supplement, the !\\I RC's preliminary recommendation is that the adverse environmental impacts of license renewal for PVNGS are not great enough to deny the option of license renewal for energy-planning decision makers. This recommendation is based on (1) the analysis and findings in the GElS; (2) the Environmental Report submitted by Arizona Public Service Company (APS); (3) consultation with Federal, State, and local agencies; (4) the NRC staff's own independent review: and (5) the NRC staff's consideration of public comments received during the scoping process.

Under !\\IRC regulations, the original operating license for a nuclear power plant is issued for up to 40 years. The license may be renewed for up to an additional 20 years if NRC requirements are met. The current operating licenses for Palo Verde will expire for Unit 1 on June 1 j 2025; for Unit 2 on April 24, 2026; and for Unit 3 on November 25, 2027.

Public meetings will be held at 2:00 pm at Tonopah Valley High School and 7:00 pm at Estrella Mountain Community College on September 15, 2010. A meeting notice will be published shortly providing more details about those public meetings. Please note that the public comment period for the draft Supplement 43 to NUREG-1437 ends on October 29,2010.
