WADS BAR NUCLEAR PLANT, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING RELIEF REQUEST PV-02, REVISION 1 (TAC NO. ME4204)

By letter dated July 1, 2010 (Agencywide Documents Access and Management System Accession No. ML101870600), Tennessee Valley Authority (TVA) submitted Relief Request PV-02, Revision 1 for Watts Bar Nuclear Plant (WBN), Unit 1. The PV-02, Revision 1 Relief Request proposes an alternative to certain inservice testing (1ST) requirements of the American Society of Mechanical Engineers Code for Operation and Maintenance of Nuclear Power Plants for WBN Unit 1. The relief request applies to the second 10-year 1ST interval that began on May 27,2007, and will end on May 26,2016. The subject relief request involves an inclusion of preservice testing requirements of ISTB-521 O(a) in addition to the original Relief Request PV-02 authorized by letter dated March 9,2007. TVA has requested the U.S. Nuclear Regulatory Commission (NRC) staff complete its review by September 1, 2010.

In order to complete its review, the NRC staff requires additional information. Enclosed is the NRC staff's request for additional information (RAI) concerning Relief Request PV-02, Revision 1. Based on discussions with your staff on July 15, 2010, we understand that you plan to respond to the enclosed RAI by July 30, 2010.

In order to complete its review, the NRC staff requires additional information. Below is the !\IRC staff's request for additional information (RAI) concerning Relief Request PV-02, Revision 1.

1. Relief is being requested from measuring the pump flow rate during preservice or 1ST of the essential raw cooling water (ERCW) screen wash pumps. Please explain why you are not asking for relief from ISTB-5223(b) for the comprehensive pump test.

2. You state that preservice test data for differential pressure and vibration data will be evaluated to verify it represents acceptable pump operation. Please explain how this will be done. Please provide the pump curve, if available.

3. Please explain how the preservice tests were performed for the currently installed ERCW screen wash pumps, and why the test method(s) used for them cannot be used for the new ERCW screen wash pumps.
