Screening Criteria Identified for VCSNS

  • SISBO mitigation strategy

____________________ v.c. SUMMER NUCLEAR STATION

SISBO Mitigation Strategy

  • VSCNS utilizes a SISBO Appendix R fire mitigation strategy
  • SISBO ensures one train of equipment free from fire damage
  • But it reduces:

- mitigation equipment availability

- requires local manual operator actions

____________________ v.c. SUMMER NUCLEAR STATION

Number of IPEEE Operator Actions

  • 66 detailed modeling HEPs
  • Both Inside and Outside of the Control Room
  • Most zones use -20 HEP's to get to stable conditions
  • 8 Risk significant HEP's (RAW> 2)

____________________ v.c. SUMMER NUCLEAR STATION

Complexity of IPEEE Operator Actions

  • OMAs typically consist of only a few steps
  • Many of the steps are used in normal operation and for routine equipment LOTO for maintenance
  • Critical actions have been determined to be Feasible and Reliable through Engineering analysis and Operator walkdowns

____________________ v.c. SUMMER NUCLEAR STATION

Mitigation of Operator Action Complexity

  • Any special equipment is pre-staged
  • Added battery lighting
  • Component marking was improved.
  • Procedures are continuous use and require place-keeping

____________________ v.c. SUMMER NUCLEAR STATION

IPEEE Insights

  • The Fire Emergency Procedures (FEPs) are sound and workable.

- Several improvements were identified and incorporated

  • Today the FEPs are routinely trained on and improvements are identified and incorporated

____________________ v.c. SUMMER NUCLEAR STATION

IPEEE Insights Used to Reduce Fire Risk

  • Train operators on IPEEE risk insights
  • Train Fire Brigade Members on IPEEE risk insights

Screening Criteria Applicable to V.C. Summer

  • One screening criterion applies:

- SISBO mitigation strategy

  • Two screening criteria do not apply:

- A relatively large number of manual operator actions

- Operator manual actions that are complex

____________________ lI.c. SUMMER NUCLEAR STATION

Summary of Current Program

  • VCSNS is aware of the risk level associated with the SISBO fire mitigation strategy

- quantified during the IPEEE

- actions taken to minimize that risk

  • The station is transitioning to NFPA-805 to further minimize the risk

____________________ v.c. SUMMER NUCLEAR STATION

Transitioning to NFPA 805

- Full compliance with NFPA805

- Eliminate SISBO

- Address Multiple Spurious Operations

- Reduce or eliminate Operator Manual Actions

- Clear and concise Configuration Management Documents

____________________ v.c. SUMMER NUCLEAR STATION

NFPA 805 Project Status

  • Revised Shutdown Strategy
  • Nuclear Safety Compliance Assessment
  • Fire PRA (Peer Review Aug 2010)
  • Current Benefits (Insights)

____________________ v.c. SUMMER NUCLEAR STATION

NFPA 805 Project Status

  • Preliminary Results

- Fire Outside Main Control Room: No OMA (Recovery Actions)

- LAR Submittal: Early Finish, 4th Qtr 2010

____________________ v.c. SUMMER NUCLEAR STATION

NFPA805 Compensatory Actions

  • Compensatory Measures initiated

- NFPA805 Modifications

- Fire Modeling Solutions

  • Engineering Analysis

- Assess insights against Current Licensing Basis (CLB)

- Determine appropriate Compensatory Measures

____________________ v.c. SUMMER NUCLEAR STATION

NFPA805 Compensatory Actions

- Review NFPA805 insights outside CLB

- Conduct risk assessment
