June 17, 2010 MEMORANDM TO: Timothy J. Kobetz, Chief Reactor Inspection Branch Division of Inspection and Regional Support Office of Nuclear Reactor Regulation FROM: Jeremy S. Bowen, Reactor Operations Engineer /RA/

Reactor Inspection Branch Division of Inspection and Regional Support Office of Nuclear Reactor Regulation

SUBJECT:

SUMMARY

OF JUNE 8, 2010 PUBLIC MEETING TO DISCUSS FIRE PROTECTION SCREENING CRITERIA IDENTIFIED AT BROWNS FERRY AND THE IMPLICATIONS FOR OTHER NUCLEAR POWER PLANTS On June 8, 2010, the Nuclear Regulatory Commission (NRC) conducted a public meeting in Atlanta, GA to continue the evaluation of whether other nuclear power plants potentially have safety significant fire protection issues similar to those recently identified at the Browns Ferry Nuclear Plant. The meeting was the result of actions detailed in an April 21, 2010 memorandum (Agencywide Document Access Management System (ADAMS) Accession No. ML101030223).

Representatives from five sites identified for further review in the April 21st memorandum were in attendance. A public meeting notice was issued on May 24, 2010, and was posted on the NRCs external (public) web page (ADAMS Accession No. ML101400505).

The NRC staff opened the meeting by providing some background on the efforts of an NRC working group that was created to identify the factors that led to the significance of the Browns Ferry findings and to identify other plants that potentially have characteristics similar to those at Browns Ferry. The staff explained that the working group developed a set of screening criteria and conducted initial evaluations of other nuclear power plants based on readily available information. It was stated that assessments were qualitative in nature, rather than quantitative and that the purpose of the meeting was to update the information available to the NRC during the initial stage of the screening process for the five licensees fire protection programs. The staff then provided some additional clarification on the screening criteria and their applicability to the fire protection safety significance.

Each licensee was provided an opportunity to present the status of their fire protection programs and address if the screening criteria are or are not applicable to them. The licensees stated which screening criteria they agreed were applicable to their site and presented information for CONTACT: Jeremy Bowen, NRR/DIRS 301-415-3471

T. Kobetz those criteria which they believed were not applicable to their site. The NRC posed some clarifying questions during the presentations, but there were no questions or comments from members of the public. Copies of each licensees presentation are provided as attachments.

The NRC concluded the meeting by emphasizing that the discussion with the licensees was part of a screening process and that the purpose of the meeting was to gather additional information.

While no decisions were reached at the meeting, the staff indicated it would evaluate the information presented and send a letter to each licensee informing them of the NRCs decision regarding any subsequent actions.
