SUBJECT:

UNIVERSITY OF CALIFORNIA AT IRVINE - DETERMINATION OF ACCEPTABILITY AND SUFFICIENCY FOR DOCKETING AND OPPORTUNITY FOR A HEARING REGARDING THE APPLICATION FOR RENEWAL OF FACILITY LICENSE NO. R-116 FOR THE UNIVERSITY OF CALIFORNIA IRVINE NUCLEAR REACTOR FACILITY (TAC NO. ME1579)

Dear Dr. Gottfredson:

By letter dated October 18, 1999, as supplemented by letters dated October 23, 1999, and January 27, 2010, the Regents of the University of California (the licensee) submitted an application to the U. S. Nuclear Regulatory Commission (NRC) for renewal of Facility Operating License No. R-116 for the University Of California Irvine Nuclear Reactor Facility (UCINRF).

Based on initial review of the application, the NRC staff determined that the licensee submitted sufficient information such that the application is acceptable for docketing in accordance with Title 10 of the Code of Federal Regulations, Sections 50.33 and 50.34. However, the NRC staffs determination does not preclude requests for additional information as the review proceeds.

Enclosed is a copy of the Notice of Acceptance for Docketing and Opportunity for Hearing on the Application Regarding Renewal for an Additional 20-year Period for the UCINRF and Order Imposing Procedures for Access to Safeguards Information and Sensitive Unclassified Non-Safeguards Information being sent to the Office of the Federal Register for publication. The notice provides the opportunity to request a hearing and to file a petition for leave to intervene.

Dr. M.
