Draft RAI for Palo Verde Nuclear Generating Station, Units 1,2, and 3, LAR, TS Changes on Minimum RWT Volume and Setpoints(TAC Nos. ME2842, ME2843 and ME2844)

Attachments: RAI ME2842.doc April 26, 2010 Mr. Russell A. (Rusty) Stroud Licensing Section Leader Regulatory Affairs Palo Verde Nuclear Generating Station Arizona Public Service Company Rusty:

By letter dated November 30, 2009, Arizona Public Service Company (APS) submitted a license amendment request (LAR) for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3.

The proposed amendment would revise Technical Specification (TS) Table 3.3.5-1, Engineered Safety Features Actuation System Instrumentation, to increase the Refueling Water Tank (RWT) low-level setpoint for the Recirculation Actuation Signal (RAS); and TS Figure 3.5.5-1, Minimum Required RWT Volume, to increase the minimum volume in the RWT; and would also change the plant licensing basis to allow credit for an existing manual operator action to isolate the RWT in order to preclude the potential for air entrainment from the RWT following an RAS.

The U.S. Nuclear Regulatory Commission staff has reviewed the LAR and has determined that the information specified in the attached draft Request for Additional Information (RAI) is needed for the staff to complete its evaluation.

In order for the staff to complete its review in time to meet your requested schedule for issuance of the amendment by November 30, 2010, we request that you submit your response to the enclosed RAI by June 25, 2010. Please contact me if APS would like to have a conference call to discuss this draft RAI.
