SUMMARY
OF APRIL 7, 2010, MEETING WITH PROGRESS ENERGY TO DISCUSS PLANNED AMENDMENT REQUESTS AT BRUNSWICK, UNITS 1 AND 2 (TAC NOS. ME3554 AND ME3555)
On April 7, 2010, the Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Progress Energy, representing Carolina Power & Light Company (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's planned license amendment request to adopt the AREVA topical report, Af\\lP 10298P, Revision 0, "ACE/ATRIUM 10XM Critical Power Correlation," at the Brunswick Steam Electric Plant (BSEP),
Units 1 and 2. The licensee plans to load 226 fresh ATRIUM-10XM (A10XM) fuel assemblies, if approved by the NRC, at BSEP, Unit 2 for Cycle 20 in spring 2011. This was not intended as a decision-making meeting. A list of attendees is provided in the enclosure. During the meeting, the licensee presented an A10XM fuel design overview, which included the operating experience and the AREVA new fuel design licensing process. In the background section of its presentation, the licensee stated that because of the NRC's feedback during a meeting in August 2009, the licensee decided to submit the maximum extended load limit line analysis plus application after its request for A1OXM amendment is approved. In addition, the licensee stated that the A1OXM core operating limit report (COLR) limits are calculated based on two NRC-approved methodologies, namely: 1) BAW-10726PA RODEX4, mechanical methodology, which was approved in February 2008, and 2) ANP-10298PAlA10XM Critical Power Ratio (CPR) correlation, which was approved in March 2010. The licensee also pointed out that it will follow the process outlined in ANF-89-98(P)(A) Revision 1 and Supplement 1, May 1995, "Generic Mechanical Design Criteria for BWR [Boiling Water Reactor] Fuel Designs," with NRC-accepted clarifications in letter dated May 31, 2000.
During the meeting, the licensee presented its plans for submitting two license amendments in April 2010, to calculate the COLR limits for A10XM fuel: ACE/A10XM CPR correlation and RODEX4 mechanical methodologies. Furthermore, the licensee stated that a separate safety limit maximum CPR licensing amendment request is expected to be submitted in September 2010. During the meeting, the NRC staff and the licensee discussed challenges regarding application of the ANP-1 0298PA process and the licensee-requested approval date for the licensee's planned submittals. The NRC staff specifically noted that the licensee should have contingency plans for the BSEP, Unit 2 refueling outage in spring 2011, in case the A1OXM is not approved prior to this outage. In addition, the licensee listed in its presentation reports that support the planned licensing amendment requests, which will be provided to the NRC for information.
