Limerick MUR Acceptance Review Attachment.doc Kevin, as we discussed on the phone, attached please find requested information, in draft form, that has been developed during the NRC's acceptance review process for the Limerick Measurement Uncertainty Recapture (MUR) uprate license amendment request (LAR), to this date. Please note that the acceptance review is still ongoing. Hence, you will be advised separately of any additional acceptance review issues that may still be identified.

By letter dated March 25, 2010, (Agencywide Documents Access and Management System (ADAMS) Accession Number ML100850380), Exelon Generation Company, LLC (Exelon) submitted a license amendment request for Limerick Generating Station, Units 1 and 2. The proposed amendment would implement an approximately 1.65% power uprate for each LGS unit by utilizing increased accuracy of feedwater flow measurement. The LAR also requests a related modification to the Standby Liquid Control System (SLCS) that is needed to support Anticipated Transient Without Scram (ATWS) response the at the uprated conditions. The purpose of this email is to provide the draft results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that the attached information is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that Exelon supplement the application with a response that addresses the items identified in the attachment to this email.

This will enable the NRC staff to begin its detailed technical review. If you desire to discuss the issues in the attachment, please contact me to set up a telecon. This telecon must be held within 5 working days of this email, or by Monday April 19, 2010. During that telecon, a date will be set for a response. If you conclude that no telecon is necessary, please notify me prior to April 19, 2010 so that a response due date can still be set. If the information responsive to the NRC staffs request is not received by the established response date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activites associated with the application.

After the telecon to discuss the draft requested information, I will make any needed changes and will send you an official letter documenting this portion of the acceptance review.
