RAI draft.doc March 26, 2010 Mr. Russell A. (Rusty) Stroud Licensing Section Leader Regulatory Affairs Palo Verde Nuclear Generating Station Arizona Public Service Company Rusty:

By letter dated September 10, 2009, Arizona Public Service Company (APS) submitted a request for relief from the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, for the Palo Verde Nuclear Generating Station (PVNGS), Unit 2. In this relief request, RR No. 45, APS has requested relief from certain requirements for Class 1 weld and component volumetric examinations of the reactor vessel outlet nozzles, and from requirements for Class 2 system pressure tests for the nitrogen system used to stabilize the chemical and volume control system charging pumps. APS considers compliance with the Code requirements to be impractical for these exams and relief is requested for the Unit 2 second 10-Year inservice inspection interval. The proposed alternative is to perform the required exams to the extent practical.

The U.S. Nuclear Regulatory Commission staff has reviewed RR No. 45 and has determined that the information specified in the attached draft Request for Additional Information (RAI) is needed for the staff to complete its evaluation. In order for the staff to complete its review in a timely manner, we request that you submit your response to the enclosed RAI by May 7, 2010.

Please contact me if APS would like to have a conference call to discuss the draft RAI.

Sincerely, Randy Hall, Senior Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation USNRC (301) 415-4032 Randy.Hall@nrc.gov E-mail Properties
