By letter dated February 22, 2010, Entergy Operations, Inc. (Entergy) submitted a License Amendment Request (LAR) for Technical Specification Change Regarding Steam Generator Program.

With the replacement of 2 Waterford 3 Steam Generators during the 17th Refueling outage which is scheduled to commence in Spring of 2011, the proposed amendment will modify TS 6.5.9, "Steam Generator (SG) Program," and TS 6.9.1.5, "Steam Generator Tube Inspection Report" to eliminate currently allowed SG tube alternate repair criteria and to modify the SG tube inservice inspection frequency.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed LAR in terms of Code/Regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.

The subject LAR only deals with changes to SG-related tech specs as needed to support SG replacement. It does not address any other changes that may be needed to support SG replacement. For example, the LAR to support SG replacement at Diablo Canyon (ML073240006) included not just changes to the SG-related tech specs, but also changes to the tech specs governing ESF actuation system instrumentation. Please ensure that all needed changes to the license to support SG replacement are submitted.
