1) Determine whether any immediate safety concerns exist.
2) Review licensee schedule and develop a recommended SIT inspection plan/schedule, understanding this may need to be paced out over next couple months.
3) Determine whether current licensee action path appears appropriate.

We intend to do our entrance Tuesday afternoon. It is not imperative that he attends, though he is welcome if our process and travel makes it reasonable to do so. Otherwise it is ok if he joins after. This will. be a drawn out SIT dependent somewhat on licensee actions and schedule.

During the first week the team will assess and determine the preliminary inspection schedule among other things. We have had inspectors there since last week, though not in SIT mode.

When clear, we need to get his contact info.

-Inspection Scope:

This inspection will perform data gathering and fact-finding in order to:

Develop a complete description of the problems and circumstances surrounding the gap in the containment building.

2.

Verify that the licensee has appropriately evaluated Operability and Reportability of the containment building.

3.

Review structural integrity testing data of the containment.

4.

Assess the adequacy of the licensee's maintenance and inspection programs related to this event.

5.

Assess the licensee's activities related to the problem investigation (e.g., root cause analysis, extent of condition, etc).

6.

Collect data necessary to develop and assess the safety significance of any findings in accordance with IMC 0609, "Significance Determination Process."

7.

Determine' potential generic issues or any design and construction inadequacies and make recommendations for appropriate follow-up actions (e.g., Information Notices, Generic Letters, and Bulletins).
