CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - CLOSEOUT OF BULLETIN 2007-01 "SECURITY OFFICER ATTENTIVENESS" (TAC NO. MD7589)

Dear Mr. Franke:

On December 12, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Bulletin (BL) 2007-01, "Security Officer Attentiveness" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML073400150).

By letter dated February 11, 2008 (ADAMS Accession No. ML080450183), Florida Power Corporation (the licensee) responded to BL 2007-01 for Crystal River Unit 3 Nuclear Generating Plant (CR-3). The NRC staff reviewed the licensee's response and requested additional information (RAI) by a letter dated June 30, 2008 (ADAMS Accession No. ML081790441). The licensee's response to the RAI dated July 30,2008 (ADAMS Accession No. ML082200393),

included detailed descriptions of the administrative and managerial controls to deter and address inattentiveness and complicity among licensee security personnel at CR-3. Portions of the licensee's response contain sensitive and security-related information in accordance with Title 10 of Code of Federal Regulations Part 2, Section 2.390. Therefore, the licensee's submittals dated February 11 and JUly 30, 2008, are not publicly available.

The NRC staff has reviewed the submitted information and has concluded that the licensee's responses to BL 2007-01 and the subsequent RAI are adequate for CR-3. The bases for the NRC's conclusion have been documented in a memorandum, "Security Bulletin 2007-01, Security Officer Attentiveness Summary Report" (ADAMS Accession No. ML093440311).

Based on the NRC staff's review of the licensee's responses to the BL 2007-01 for CR-3, no further action is required and BL 2007-01 will be closed.
