TVA letter to NRC dated March 4, 2009, 'Watts Bar Nuclear Plant (WBN) Unit 2 - Operating License Application Update" This letter transmits the Developmental Revision B of the WBN Unit 2 TS, TS Bases, TRM, and TRM Bases, reflecting changes made since the March 4, 2009, Developmental Revision A submittal (reference). With the exception of TRM/TRM Bases 3.7.2 discussed below, this submittal provides the final version of the TS, TS Bases, TRM, and TRM Bases required in support of licensing WBN Unit 2.

This letter also submits the WBN Unit 2 Pressure and Temperature Limits Report (PTLR) (WCAP-17035-NP, Revision 2, 'Watts Bar Unit 2 Heatup and Cooldown Limit Curves for Normal Operation and PTLR Support Documentation," December 2009).

This report provides the methodology and results of the generation of heatup and cooldown pressure-temperature (P-T) limit curves for normal operation of the WBN Unit 2 reactor vessel.

The TS/TRM submittal incorporates changes resulting from TVA's ongoing effort to verify TS/TRM numbers, setpoints, and parameters as part of the construction completion of WBN Unit 2. The submittal also incorporates TSTF-493, Revision 4, "Clarify Application of Setpoint Methodology for LSSS Functions," into Section 3.3 of the TS and TS Bases. Please note that TRM/TRM Bases 3.7.2 (as applicable) will require revision to reflect input from the most recent probable maximum flood evaluation data. The TRM/TRM Bases 3.7.2 revision and the Unit 2 Final Safety Analysis Report Section 2.4, "Hydrologic Engineering," revision will be submitted in March 2010.

U.S. Nuclear Regulatory Commission Page 2 February 2, 2010 The March 4, 2009, letter delineated how the original marked-up versions of the WBN Unit 2 TS, TS Bases, TRM, and TRM Bases were developed. It also discussed how the Review Matrix provided for the documents was developed. A Review Matrix is provided for the Developmental Revision B documents.

The Developmental Revision B of the TS and TS Bases was compared to the WBN Unit 1 TS and TS Bases through Amendment 82 and Revision 100, respectively.

The Developmental Revision B of the TRM and TRM Bases was compared to the WBN Unit 1 TRM and TRM Bases through Revision 45.

The electronic files of the Unit 2 TS, TS Bases, TRM, and TRM Bases; the review matrixes for each; and the PTLR are contained on the enclosed Optical Storage Media (OSM). Enclosure 1 lists the electronic files and the file sizes.
