CORRECTION LETTER TO RELIEF REQUESTS ISI-04-020 AND ISI-04-022 CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 - (TAC NOS. MD9773 AND ME0668)

Dear Mr. Gellrich:

Your staff recently informed the Nuclear Regulatory Commission (NRC) staff of apparent deficiencies in Safety Evaluations (SEs) issued by the NRC for Relief Requests ISI-04-020 and ISI-04-022 for the Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2. Specifically, your staff provided the information identified below.

By letter dated October 1, 2008 (Agencywide Document Access and Management System (ADAMS) Accession Nos. ML082760282 and ML082760283), Calvert Cliffs Nuclear Power Plant, LLC, the licensee, submitted Relief Request ISI-04-020 for Calvert Cliffs Nuclear Power Plant, Unit NO.2. ISI-04-020 requested authorization to extend the inservice inspection (lSI) interval for examination of selected reactor pressure vessel welds (Categories B-A and B-D) from 10 to 20 years. As described in your application, the relief request was applicable for six Category B-A and two Category B-D welds. By letter dated April 8, 2009 (ADAMS Accession No. ML090920077), the NRC staff approved Relief Request ISI-04-020. However, Section 3.2 of the SE only identified five Category B-A welds and two category B-D welds for approval. The SE did not specifically address Item B1.40, Head to Vessel Weld, and there was no statement in the SE indicating a reason for not including Item B1.40.

A similar deficiency was identified regarding the NRC SE approving the identical relief request for Calvert Cliffs Nuclear Power Plant, Unit No.1. By letter dated February 18, 2009 (ADAMS Accession No. ML090540062), you submitted Relief Request ISI-04-022. As before, this relief request was applicable for six Category B-A and two Category B-D welds to extend the lSI weld examination period from 10 to 20 years. By letter dated November 9, 2009 (ADAMS Accession No. ML093030052), the NRC approved Relief Request ISI-04-022 but again, the staff's SE only addressed five Category B-A welds and two category B-D welds. Similarly, the NRC's SE did not include Item B1.40, Head to Vessel Weld, and did not include any statement for not including Item B1.40.

G. Gellrich -2 The NRC staff has reviewed the information provided by your staff and agrees that Item B1.40 was inadvertently left out of each SE and should have been included. Therefore, the NRC finds it acceptable to extend the B1.40 weld examination period to 20 years.
